Nineteen of Medvedev's 21 titles have been won on hard courts
A comeback Daniil Medvedev claimed his first trophy for nearly 30 months with success over Frenchman Moutet in the competition final.
The Russian, a former number one, has experienced a difficult season, winning just a single victory at the major tournaments and suffering a difficult moment at the American major.
Medvedev's unpredictability on the tennis tour - and difficulties with his service game in particular - caused him falling of the elite rankings and ultimately separating with long-term mentor Cervara.
Now collaborating with Johansson and Rohan Goetzke, he has consistently improved in the recent weeks - peaking in a hard-fought three-set win over opponent Corentin Moutet.
It is the player's first title since the Rome competition and initial on a hardcourt after March of that year.
The win also indicates Medvedev has achieved 21 championships at 21 different events.
"This marks the first occasion I have attended a tournament with my both daughters simultaneously, so to get a trophy is really nice," said tennis professional Daniil Medvedev.
"This championship is in honour of my child Victoria, because the maiden victory I achieved when my older daughter my daughter was born was for her."
The athlete, the former major winner, had lost his past six finals, featuring in the German tournament earlier this year.
His retrieving approach and frequent reactions on the playing surface had led observers to wonder if his capacity to compete at the elite level was concluded.
But the player has implemented adjustments in recent weeks, striving to come to the net and compete positively, reinforced by an enhanced serve.
He fought back from a break down in the initial set against the tricky Frenchman, winning 4 of the concluding five points to gain the advantage.
The pair traded breaks in the second set before the challenger, striving for his maiden tour title, gained dominance to create a decider.
He saved four initial opportunities in a close deciding set before Medvedev secured a break to that score to close out the victory.
Fittingly, he clinched the title with a rally at the net, with his opponent failing to manage a volley after over two and a half hours.
